Background

The Higher Education Ordinance provides no competence requirements for faculty examiners. After discussions in the President’s Group and in the Research and Postgraduate Education Committee (autumn 2004), recommendations and competence requirements for faculty examiners have been added to guarantee satisfactory quality in the review of doctoral theses.

The President has resolved that

Prominent international researchers in the subject areas in question should be appointed as faculty examiners. Examiners must have obtained a doctorate and should be scientifically competent at a level equivalent to docent. Examiners should be recruited from outside KTH.

If an appointed faculty examiner is prevented from attending at short notice, an external member of the Grading Board may be appointed as an examiner instead. That person is appointed by the director of doctoral studies.

The current rules on disqualification, in accordance with paragraph 11 of the Swedish Administrative Procedure Act (Förvaltningslagen), and information on the rules on disqualification must be observed when appointing faculty examiner. The above document refers to “tactful” (grannlagenhetsjäv) or “discrete” disqualification (delikatessjäv). Examples of grounds for such disqualification may include joint publication, joint applications for research subsidies or joint work on a project.

The faculty examiner is appointed by the director of doctoral studies in accordance with a proposal from the main supervisor in question.
