Brown Bag Lunch: Opportunities for Creative Water Management Through Effective Stakeholder Engagement – lessons from the Field

Management of water is often siloed, with different areas of focus— both biophysical and socio-economic—on stormwater, floodwater, wastewater, drinking water, agricultural runoff, and more. Effective engagement of a range of stakeholders can be one way to find creative solutions to challenging water resource issues in a way that bridges such silos. This talk touch on two case studies of how facilitated dialogue has led to creative solutions— one related to flooding and ecosystem restoration in Washington State, and a second example on agriculture and water management in Pennsylvania. There will be plenty of time for discussion.

About the speaker

Lara Fowler is a mediator, attorney, and law faculty who works on water, energy, agriculture, and dispute resolution. She is a visiting Fulbright Scholar at Uppsala University during the 2019-2020 academic year, partnered with Dr. Ashok Swain, a Professor of Peace and Conflict Research, UNESCO Chair of International Water Cooperation, and Director of the Research School for International Water Cooperation at Uppsala University.

Dr. Fowler comes to Uppsala University from The Pennsylvania State University (Penn State). Prior to joining Penn State in 2012, she worked on public policy issues for the Oregon Water Resources Department, attended the University of Washington School of Law, and practiced with a regional law firm from its Seattle, Washington office. As a private practitioner, she helped facilitate discussions on how to address chronic flooding issues in Washington State’s second largest river basin, mediated challenging water issues in California and Oregon, and counseled private clients on various regulatory matters, both water and energy related. She now holds a joint appointment as a Senior Lecturer at Penn State Law and the Assistant Director for Outreach and Engagement with Penn State’s Institutes of Energy and the Environment. She teaches water law; energy law; negotiation and dispute resolution design; and mediation of environmental and public conflicts. Her research focuses on how water, energy, and ways of managing conflict play out in a region that includes the Chesapeake Bay, agriculture, flood prone rivers, biofuels, hydraulic fracturing and energy development.
