Questions and Answers about the New Routine for Lithium-Ion Batteries at KTH

KTH has updated its routine for handling lithium‑ion batteries to further strengthen safety in our premises. Here we have gathered frequently asked questions and answers to make it easy to understand what applies and why.

Question: Why has this decision been made?

Answer: Lithium‑ion batteries of the type used in e‑bikes and e‑scooters present a well‑documented and increased fire risk. In the event of a fire, it can develop rapidly, be difficult to control, and very hard to extinguish, with the potential for serious consequences for people, premises and operations.

As a public authority, KTH is required to work systematically with fire safety and risk reduction in accordance with:

  • the Civil Protection Act (LSO)
  • the Work Environment Act (AML)
  • Our insurance provider's (Kammarkollegiet) safety regulations

At present, KTH does not have suitably adapted and approved facilities for the safe charging, handling and storage of these batteries. KTH is also unable to guarantee the safety of privately owned batteries. A fire caused by private equipment creates challenges in terms of responsibility, insurance and liability for damages.

On this basis, a decision has been taken not to allow batteries for transport devices to be brought into KTH premises. This is a proportionate and necessary measure to reduce the risk of fire and serious consequences.

Question: Where can I store and charge my batteries if, for example, I cycle to work on an e‑bike?

Question: I am concerned about an increased risk of theft if I am not allowed to bring the battery indoors and must leave it outside. What can I do?

Answer: We understand that outdoor storage may involve an increased risk of theft.

However, it is important to clarify that:

  • the risk of fire in a building is assessed to have significantly greater consequences for life, health, the environment and operations
  • safety measures must be designed based on this overall risk perspective

Furthermore, KTH’s responsibility as an employer and occupier does not extend to protecting private property such as e‑bikes or batteries. Responsibility for such property lies with the individual owner.

Question: The routine (Appendix 2) refers to other institutions having a “ban on indoor charging of batteries larger than 10 Ah”. Is this a rule we should follow?

Answer: External monitoring forms part of the decision-making basis, including reviewing how other higher education institutions have addressed the issue.

KTH’s routine applies to lithium‑ion batteries associated with transport devices and does not impose any limit in terms of ampere-hours (Ah). The charging and handling of other lithium‑ion batteries should follow the manufacturer’s recommendations.
