Government agencies with external reporting channels

Competent authorities appointed by the Government to establish and administer external reporting channels (whistleblower functions)

Each external reporting channel deals with irregularities within the area of responsibility of the government agency in question. The categories of persons who can report via external reporting channels is regulated in point 2 of Section 8 of Chapter 1 of the Act on Protection for Persons Reporting Irregularities (SFS 2021:890).

Reporting to any of the EU institutions, etc., that have set up external reporting channels

The Commission, as well as certain Union institutions, bodies, offices and agencies, have established external reporting channels and procedures to receive reports of irregularities falling within the scope of the Whistleblower Directive. Examples include the European Anti-Fraud Office (OLAF), the European Maritime Safety Agency (EMSA), the European Aviation Safety Agency (EASA), the European Securities and Markets Authority (ESMA) and the European Medicines Agency (EMA).

The provision introduces protection for those who report irregularities to these institutions, bodies, offices and agencies. A prerequisite for protection is that he report is within the material scope of the Directive and that the reporting is carried out in accordance with the procedures applicable to the reporting channel in question.
