Background

There are laws, regulations and agreements that restrict government employees the right to have some secondary occupations. Why are secondary occupations regulated?

The main reasons for the regulation of civil servants' right to have secondary occupation beside their employment is that it is important that the public have confidence in the authority and its employees. There should be objectivity and impartiality in the exercise of public activities, which also the rules regarding conflict of interest are aimed at. KTH has a direct interest that the employee makes a proper effort and are sufficiently engaged in the work she/he gets salary for, and that KTH should not be exposed to competition from their own employees.
