Flammable, explosive and fire-reactive products at KTH

At KTH, flammable and explosive substances are primarily handled within educational and research activities, but also occur in other contexts. To ensure safe handling, operations are governed by laws and regulations. KTH's safety department provides support and guidance in the handling, training, and follow-up of flammable, explosive, and fire-reactive substances.

Legal Requirements and Regulations

The regulations for handling flammable substances are governed by the Law on Flammable and Explosive Substances, regulations from MSB (Swedish Civil Contingencies Agency), and other relevant laws such as the Work Environment Act (AML), the Environmental Code, and the CLP Regulation. The quantity of the substance determines whether the activity requires a permit, but even without a permit, compliance with safety regulations is required.

Responsibility and Documentation

The person responsible for the activity, or the delegated individual, is responsible for identifying flammable and permit-required substances, as well as ensuring that their handling and storage comply with applicable regulations. Labeling and safety data sheets help clarify this.

Precautionary Requirements

Those who handle flammable substances must take measures to prevent and limit accidents and damage to life, health, the environment, or property, as well as to prevent unauthorized handling of the substances. To achieve this, KTH must have adequate resources, both personnel and financial, as well as appropriate fire and building technical conditions.

Risk Assessment and Competence Requirements

For activities requiring a permit, a risk assessment must be conducted to document potential hazards from fire and explosion. There are also competence requirements, meaning that those responsible must have knowledge of the legislation, the properties of flammable substances, and the risks associated with handling them.
