CBH's Head of School Amelie Eriksson Karlström writes about the investigation of KTH's resource allocation that has been made in 2023.
Last week, Anders Malmberg, a professor at Uppsala University, presented the investigation into KTH's resource allocation. The final report from the investigation, which is available for download on KTH's intranet , contains a thorough review of how funds for undergraduate education, research and doctoral education are distributed at KTH today, as well as proposals for how the distribution could be done in the future.
The proposed model for the distribution of funds for first and second-cycle education ("GRU funds") will be introduced as early as 2024. Today, these funds are largely distributed based on the outcome of the previous academic year, but from 2024 the schools will receive an annual education assignment with a settlement of allocated funds at the end of the year. The idea is that it will be easier to monitor the outcome of the activities and that KTH will be able to utilise its entire education allocation.
The second part of the investigation, which concerns the distribution of funds for research and doctoral education, will form the basis for developing a new model, which could be ready for introduction in 2025.
The investigation proposes a distribution model that is primarily based on the number of employees that schools have in the categories of professors, associate professors, assistant professors and doctoral students. However, the model also covers other areas, such as co-financing of external grants, financing of infrastructure, strategic initiatives, etc. It will be necessary to carry out an impact analysis of the whole before the KTH President decides on a new resource allocation model.
